Needs Assessment Report on Measurement (Monitoring), Reporting and Verification System in Azerbaijan

This report contains general information about the concept of "MRV, and describes the current situation regarding MERV in Azerbaijan as well as the implementation plans of the MRV system under formation. It also describes the expected implementation period, a description of duties o the interested parties, and the financial capacity needs for estabilishing an MRV system in the country.
