On 4 October 2023, the Energy Community and DiXi Group presented the analysis and recommendations on monitoring and measuring methane emissions in different economic sectors in Ukraine to the team of Ukraine’s Ministry of Environmental Protection and Natural Resources.

The report was prepared within the framework of the EU4Climate Programme, financed by the European Union and implemented by the United Nations Development Programme (UNDP).

To prepare their report, the researchers studied policy papers and best practices, institutional and industry reports, and cross-checked the information submitted under the UNFCCC reporting process, including the National Inventory Report, with other available data.

As a result, the report includes:

  • an overview of the experience of the EU countries and candidate countries on monitoring and measuring methane emissions with 3 best cases for the oil, gas, and coal sectors;
  • the baseline of methane emissions per different economic sectors in Ukraine;
  • the recommendations to implement best EU practices on monitoring and measuring methane emission, per different economic sectors, applicable in Ukraine, taking into account the war’s impact on different economic sectors.

In his welcoming remarks at the report’s presentation, Yevgen Groza, EU4Climate Regional Manager, UNDP in Europe and Central Asia, noted: “In cooperation with the Energy Community Secretariat we started this work in 2019 to understand the gaps and next steps needed to be taken to implement the EU-Ukraine Association Agreement. This collaboration has been very fruitful and resulted in elaborating recommendations for the EU Monitoring Mechanism Regulation (MMR) implementation and the recommendations on monitoring and measuring methane emissions presented today. I want to thank the Energy Community and Dixi Group who supported this work from the technical point of view and, of course, our colleagues from the Ministry for being cooperative and helping us in preparing these products.”

The report findings will be used by Ukraine’s Ministry of Environmental Protection and Natural Resources in its work on improving climate policies and legislation in Ukraine.
