On June 28, a national online workshop themed “Roadmap for the Development of a Functional National Greenhouse Gas (GHG) Emissions Inventory System – Problems Encountered” was organized in the frames of the “EU4Climate” project, funded by the European Union and implemented by UNDP in Armenia.

With about 50 Government representatives, field specialists from the Ministry of Environment and line ministries, RA Statistical Committee and Hydrometeorology and Monitoring Center, as well as practitioners from specialized and international organizations, GHG inventory national and regional experts, the workshop focused on revealing concerns and major issues reported for roadmap development of a functional GHG emissions inventory system, the recent updates on domestic emissions MRV system and the gaps not addressed yet.

Earlier, under the “EU4Climate” project activity a gap analysis was conducted and a roadmap for the Development of a Functional National Greenhouse Gas (GHG) Emissions Inventory System was developed by Environment Agency Austria (EAA) in the first half of 2022.


The regional workshop on technical expertise and capacity for the introduction of robust domestic emissions MRV frameworks held in May 2022, had focused on advancing the technical expertise and capacities of EaP countries for outlining robust domestic emissions MRV frameworks.

As a follow-up to the regional workshop and main findings of the gap analysis, this workshop covered a wide specter of questions, such as clarification of issues related to the regional workshop outputs and the developments following the first draft of the Roadmap of Development of National Greenhouse Gas Emissions Inventory System. The needs related to expertise and capacity building were also covered, as well as clarifications on the roles for this process were made.

Among the workshop topics, the key difficulties and restraints related to data availability and collection were raised and further agreements were reached among the participants.

At the closing discussion, facilitated by UNDP Armenia Climate Change Programme Coordinator Mrs. Diana Harutyunyan, together with the research team from EAA, responded comprehensively to the questions and concerns of the participants and proposed possible ways and solutions to address them. The collected com­ments and recommendations will serve as key inputs for the finalization of the Roadmap of Development of the National Greenhouse Gas Emissions Inventory System.
