Finance
We help countries to establish credible regulatory frameworks on green finance in line with the OECD and European Union norms and to strengthen capacities to raise funds for green investments. Special emphasis is placed on making use of the capital markets and redirecting domestic financial flows towards sustainability using the green bonds. The work targets the full spectrum of actors, including government officials at national and municipal levels, financial market regulators, potential bonds issuers (financial, corporate, municipal) and investors (both domestic and international).
We deliver policy dialogues and training for raising awareness and increasing administrative capacity about sustainable finance. Training includes certification and train-the-trainer approach and target government regulators, municipalities (especially signatories to the Covenant of Mayors), commercial banks and credit institutions, as well as state owned enterprises. This is supplemented by developing e-training courses and virtual information-sharing sessions.
To strengthen the existing, and develop new, national frameworks for green financing we carry in-depth reviews of legal and regulatory basis related to green finance and green bond issuance. This is complemented by developing regional step-by-step guidance on preparation and issuance green bonds as well as technical documentation, including on the identification of possible pipelines for bond financing, design of appraisal and selection criteria as well as monitoring and reporting requirements on the use of bond revenue.
The work includes also carrying surveys of domestic and international investors active, or potentially interested, in the region to identify factors that can increase their interest in investing in green bonds.
