Stakholder consultaion of draft Methodology of Forecasting Climate Change under Climate law

On 15 April 2026, the EU4ClimateResilience organised a stakeholder consultation to present the draft Methodology of Forecasting Climate Change in Ukraine, gather feedback from stakeholders, and ensure the document’s alignment with European approaches and international best practices while maintaining transparency throughout its development. 

The event brought together representatives of the Ministry of Economy, Environment and Agriculture of Ukraine, leading climate scientists, experts in climate modelling and risk assessment, local authorities, academia, and civil society organisations. It provided a platform for an open dialogue on strengthening climate change forecasting in Ukraine and ensuring that the proposed methodology is both scientifically robust and practically applicable. 

The abovementioned draft supports the implementation of the national Climate Law and introduces harmonised principles helping to establish a common scientific approach to climate change forecasting across the country. 

During the presentation, the expert team introduced the proposed methodology, highlighting its scientific foundations, practical application, and consistency with internationally recognised approaches, including the latest guidance of the Intergovernmental Panel on Climate Change (IPCC). Particular attention was given to climate projections, standardised climate indices, and transparent procedures for generating reliable data that can be consistently applied across sectors and territories. 

The discussion demonstrated the value of broad stakeholder engagement in shaping Ukraine’s climate policy framework. Participants provided constructive recommendations on the document’s structure, terminology, and practical implementation. Representatives of local authorities highlighted the importance of ensuring that the recommendations remain accessible to practitioners responsible for integrating climate considerations into local planning, despite existing technical and institutional challenges. Climate scientists, in turn, stressed the need to maintain high scientific standards to ensure the credibility of climate information and support Ukraine’s gradual alignment with European climate policy and practice.
