EU4ClimateResilience Supports Gazakh’s Climate Action
The Sustainable Energy and Climate Action Plan (SECAP) for Gazakh City Municipality, developed with support from the EU4ClimateResilience project, has been officially approved and successfully submitted to the EU Covenant of Mayors for Climate and Energy platform.
The SECAP was subsequently accepted by the Covenant of Mayors Office, marking an important milestone in strengthening local climate governance and advancing sustainable urban development in Azerbaijan. It also confirms Gazakh City Municipality’s commitment to internationally recognised standards for local climate action.
The SECAP provides the municipality with a strategic framework for reducing greenhouse gas emissions and strengthening climate resilience through 2030. Developed in accordance with the EU Covenant of Mayors methodology, the Plan is based on a comprehensive assessment of local greenhouse gas emissions, energy consumption and climate-related risks.
It will serve as a long-term roadmap for evidence-based decision-making and help integrate climate considerations into municipal development planning.
The SECAP includes a 2023 Baseline Emission Inventory (BEI), a climate risk and vulnerability assessment, and a package of priority measures covering energy efficiency, renewable energy, sustainable transport, waste management, urban green spaces and climate adaptation.
The assessment also highlights Gazakh’s considerable solar energy potential. With approximately 260–280 sunny days per year, the municipality offers favourable conditions for the deployment of solar energy technologies. According to the Plan, a 1 kW photovoltaic system could generate approximately 1,400–1,600 kWh of electricity annually, demonstrating strong potential for expanding local renewable energy solutions.
By adopting the SECAP, Gazakh City Municipality has committed to reducing greenhouse gas emissions by 35% by 2030. The Plan’s submission to the EU Covenant of Mayors platform demonstrates the municipality’s commitment to aligning local climate action with European climate objectives while contributing to Azerbaijan’s national climate commitments.
The approval and international submission of the SECAP represent another important achievement of the EU4ClimateResilience project in supporting Azerbaijani municipalities to strengthen institutional capacities, improve climate planning and translate climate commitments into practical action at the local level.
Gazakh’s SECAP also marks the completion of Sustainable Energy and Climate Action Plans for both Gazakh City Municipality and Khachmaz Municipality under the EU4ClimateResilience project.
