Strengthening Local Climate Reporting: EU4ClimateResilience Workshop Brings National and Local Stakeholders

How can local climate action be better reflected in national climate policies? This question was at the heart of a workshop organized on 22 June 2026 by EU4ClimateResilience.

Held in a hybrid format at the GIZ Office in Yerevan, the event brought together representatives of the Ministry of Environment, the Ministry of Territorial Administration and Infrastructure, UNDP Armenia, the Covenant of Mayors East (CoM East) initiative, municipalities, and climate experts to discuss practical ways of improving local-level climate reporting in Armenia.

Opening the workshop, Mr. Hovik Sayadyan, Adviser for Demonstration Projects of EU4ClimateResilience, highlighted the importance of reliable local reporting for strengthening climate governance and supporting evidence-based decision-making. Experts then presented the results of a GIZ-supported assessment of the current reporting system under the Covenant of Mayors East, identifying key challenges and opportunities for improving the monitoring of local climate action.

The discussions focused on strengthening the links between municipal and national reporting systems, improving monitoring of Sustainable Energy and Climate Action Plans (SECAPs), and providing municipalities with practical reporting tools and clearer guidance. Participants also explored ways to integrate energy poverty indicators into local planning, enhance accountability for climate investments, and create incentives that encourage municipalities to monitor and report the results of climate actions more effectively.

The workshop concluded with a shared commitment to further strengthen cooperation between national institutions, municipalities, and development partners. A set of recommendations will be submitted to the relevant ministries, covering improved monitoring requirements for public investment programmes, the development of a national methodology for measuring energy poverty, practical reporting templates, and mechanisms to enhance transparency and accountability in climate action.

By fostering dialogue and promoting practical solutions, EU4ClimateResilience continues to support Armenia in building a more coherent, transparent, and effective climate governance system while empowering municipalities to play a stronger role in achieving the country's climate objectives.
