EU4ClimateResilience Advances Local Climate Action through the Development of Khachmaz City’s Sustainable Energy and Climate Action Plan

EU4ClimateResilience has supported the development of the Sustainable Energy and Climate Action Plan (SECAP) for Khachmaz city by providing comprehensive technical assistance to Khachmaz Municipality in transforming its climate commitment into an evidence-based action plan. The support covered every stage of the SECAP's preparation, from data collection and technical assessments to the identification of climate actions, municipal approval, and publication on the Covenant of Mayors for Climate and Energy platform.

The SECAP establishes a 2023 Baseline Emission Inventory (BEI), assessing greenhouse gas emissions across key urban sectors, including buildings, transport, public lighting, and waste management. It also includes a Risk and Vulnerability Assessment (RVA), identifying climate-related risks, vulnerabilities, and priority adaptation measures tailored to Khachmaz city's local context.

Building on these assessments, the plan outlines priority actions through 2030, focusing on improving energy efficiency, promoting renewable energy, supporting sustainable transport, enhancing waste management, expanding green infrastructure, strengthening climate resilience, and addressing energy poverty.

Following its approval by the Khachmaz Municipality Council, the SECAP was submitted and is now published on the Covenant of Mayors for Climate and Energy platform.

The development of the Khachmaz SECAP marks an important milestone in strengthening local climate planning in Azerbaijan. It demonstrates how national climate priorities and international commitments, including the Paris Agreement and Nationally Determined Contributions (NDCs), can be translated into concrete action at the municipal level.

Through initiatives such as this, EU4ClimateResilience continues to support Azerbaijan in strengthening climate governance, enhancing local capacities, and accelerating the transition towards low-emission and climate-resilient development.
