Strengthening Capacities for Climate-Resilient Water Resources Management in Azerbaijan

A four-day Capacity-Building Programme on Climate-Resilient Water Resources Management was held in Baku from 8 to 11 September 2026 under the EU4ClimateResilience project, in cooperation with the Water and Amelioration Scientific Research Institute (WASRI) under the Azerbaijan State Water Resources Agency (ASWRA).

The programme brought together water sector professionals nominated by the Water and Amelioration Scientific Research Institute. Women represented a substantial majority of participants, highlighting the strong representation of women professionals in the programme.

The four-day programme combined technical knowledge with practical application. Participants explored the impacts of climate change on water resources and related adaptation measures, Integrated Water Resources Management (IWRM), river basin planning and water allocation, environmental flow, as well as the Water-Energy-Food-Ecosystem Nexus, ecosystem services, water footprint, virtual water, and economic and analytical tools for water resource decision-making.

A key feature of the programme was its practice-oriented format. Alongside expert presentations and facilitated discussions, participants worked in groups to apply selected concepts and methods covered during the training. A dedicated exercise on environmental flow assessment enabled participants to apply the methodology to different water management contexts and select appropriate assessment methods. The groups subsequently presented their results and discussed their approaches with other participants and experts.

The programme concluded with a discussion of key takeaways and the presentation of certificates to participants.
