Ukraine Outlines Climate Priorities Ahead of COP31, Highlighting the Role of Climate Adaptation
On 21 October 2026, Kyiv hosted the international Pre-COP31 Climate Dialogue, bringing together representatives of government, parliament, international partners, diplomatic missions, business and civil society to discuss Ukraine's climate priorities ahead of the 31st UN Climate Change Conference (COP31), taking place from 9 to 20 November in Antalya, Türkiye.
Discussions focused on green recovery, economic decarbonisation, climate finance and adaptation to climate change. Participants explored how Ukraine can align reconstruction efforts with climate objectives while modernising infrastructure, strengthening energy security and building communities' resilience to climate risks.
Opening the dialogue, Oleksandr Kravchenko, Minister of Economy and Environment of Ukraine, emphasised the importance of integrating climate considerations into the country's recovery:
"For us, climate policy is not a matter of the distant future but of the country's resilience today. [...] That is why, for Ukraine, green reconstruction is also a matter of security."
Climate change adaptation was a key topic of the dialogue. During the thematic panel "Climate Change Adaptation: Ukraine's Resilience Lessons for the World," Yevheniia Zasiadko presented the experience of the EU4ClimateResilience project in supporting Ukraine's efforts to strengthen climate resilience amid the ongoing war.
The discussion highlighted Ukraine's progress towards a systematic approach to climate adaptation, from developing national policies and assessing climate risks to integrating adaptation measures into regional and local development planning.
Through EU4ClimateResilience, the project supports the development of Ukraine's National Climate Change Adaptation Strategy and its accompanying operational plan. It also contributes to strengthening the capacities of economic sectors and territorial communities (hromadas) to integrate climate risks into development planning.
A particular focus is placed on assessing the climate vulnerability of agriculture and supporting communities in identifying and planning adaptation measures. These efforts aim to strengthen the resilience of infrastructure, water resources, agriculture and natural ecosystems to the impacts of climate change.
Participants also discussed opportunities to expand adaptation finance, strengthen institutional capacities and integrate climate risks into reconstruction and public investment decisions.
