About The Project
EU4ClimateResilience supports the green transition, decarbonization, and climate resilience in the Eastern Partnership (EaP) countries: Armenia, Azerbaijan, Georgia, the Republic of Moldova, and Ukraine.
Funded by the European Union (EU) and the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN), the project promotes a low-carbon and climate-resilient development model by helping EaP countries improve their climate change mitigation and adaptation policies in line with the Paris Agreement and bilateral EU commitments. It also works to enhance regulatory frameworks for green financing and expand sustainable investment opportunities through bond issuance and other financing mechanisms.
Objectives:
EU4ClimateResilience aims to accelerate the green transition, enhance decarbonization, and strengthen climate resilience in the Eastern Partnership region.
The project supports partner countries in:
- measuring and reducing greenhouse gas emissions,
- advancing climate adaptation, and
- developing credible green finance frameworks aligned with EU standards.
It also promotes pilot initiatives that demonstrate the benefits of climate adaptation and facilitates the diversification of sustainable investments, including green bonds.
The project achieves its objectives through three key outcomes:
- Strengthened national capacities to measure and reduce emissions, adapt to climate impacts, and advance the implementation of national climate policy frameworks in line with the Paris Agreement.
- Demonstrated adaptation benefits at the local level through pilot projects implemented by municipalities under the Covenant of Mayors (CoM) initiative.
- Enhanced regulatory frameworks for green finance aligned with EU standards, promoting diversification and scaling up of sustainable finance instruments such as green bonds to mobilize investment for low-carbon and climate-resilient growth.
Building on Previous Initiatives:
EU4ClimateResilience builds on the results of the EU4Climate programme (implemented by UNDP until 2023), which supported EaP countries in advancing the implementation of the Paris Agreement and improving national climate policies and legislation.
It continues assistance to municipalities under the Covenant of Mayors – Demonstration Projects (CoM-DeP), shifting focus from CO₂ reduction to concrete adaptation measures implemented within SECAPs.
Under its green finance component, the project builds on the achievements of EU4Environment (2019–2024), which promoted greener growth and natural capital preservation across the EaP region. It strengthens policy dialogue, capacity development, and investment instruments such as green bonds to mobilize financing for a low-carbon, climate-resilient economy.
Stakeholders and Beneficiaries
- Government institutions: Ministries of Environment, Ecology, and related agencies in Armenia, Azerbaijan, Georgia, Moldova, and Ukraine, as well as line ministries in energy, finance, economy, infrastructure, and regional development.
- Local authorities: Selected municipalities, particularly CoM East signatories with developed SECAPs, benefiting directly from pilot demonstration projects.
- Communities and citizens: Local actors involved in inclusive, participatory, and gender-responsive adaptation planning.
- Civil society and private sector: CSOs, local climate and energy managers, and businesses engaged in designing and implementing adaptation strategies.
- Technical experts and associations: Specialists working on MRV systems, climate data, and targeted industrial sectors.
- Partner organizations: CoM East representatives and national experts assisting municipalities in designing and implementing adaptation projects.
